I have bought a n Ipad mini 3rd generation. I can not open it, is locked, and can get a hold of previous owner, any help will be much appreciated. thank you in advance.

Turn off Find My iPhone Activation Lock (formerly: Activation Lock: Removing a device from a previous owner’s account) - https://support.apple.com/HT201441 - If an activation lock was put on a device, only the owner of the account that applied the lock can remove it.
Get them to remove it or return the device for a refund. It is otherwise useless to you.
If the owner has not provided contact information as a message showing in the login screen, there is no way to contact the owner unless the person who gave you the device knows them.
