Because you can still buy songs from the iTunes store whether your subscribed to Apple Music or not. The 2 services are not mutually exclusive.

If you want to just download songs from the subscription service, you do so from the Music App's Browse and For You sections, not from the iTunes Store.

The iTunes Store is for buying media. Media purchased directly, will not stop working when your subscription expires or is cancelled.

Music downloaded from Apple Music subscription service will not play if the subscription is not active.
