Can't update my OS version from 6.1.6

I have at least a couple of problems going on.

1. My Message app (some call it "iMessage") no longer works. I try to sign in, click the "Next button", but it never signs in. Mind you I can sign in from other applications (iTunes, others).

2. When go to update my software version it says "All apps are up to date". My iPod Touch is running v6.1.6.

Update the iOS software on your iPhone, iPad, or iPod touch - https://support.apple.com/HT204204 - Updating will only offer the highest available iOS version supported by that device. If it says no update is available and you need a higher version you will have to buy newer equipment.

The same applies to apps. They update to the highest version supported by the iOS version on your device but that may not be high enough to support the current features of the service.
