Two factor authentication not working

I am being asked to set up two factor authentication and there is a red mark on my settings app that won’t go away. Every time I try to comply, I end up in an endless loop of requests between my iPad Pro and iPhone X. I even turned it of in iCloud. What can I do to either make it work or get rid of the badge on my settings icon?
