How to I enable notifications with DND/Silence turned on

Due to a plague of robocalls, I have Do Not Disturb + Silence turned on so that my iphone does not attract my attention at all for calls from non-contacts, even when I'm using the phone.

However I do want Google Hangouts to notify me via banners about incoming chats when I'm in other apps. I have verified that I have all notification settings turned on for GH. Unfortunately, DND + Silence additionally blocks notifications. I get Google Hangouts banner notifications while I'm in the app but viewing a different Hangout, but not when I'm in a different app.

I've tried various "intelligently block robocalls" apps and have not been satisfied. Plenty of robocalls still get through.

So -- how do I prevent all attention-getting behavior from the phone for calls from non-contacts, while still allowing ios notifications to occur as configured? (eg, a Hangouts banner comes up while I'm in Safari.)

It's a perfectly reasonable desire. It's just not how Do Not Disturb works. DND has gotten more refined over the years since it has been introduced. But, I agree, it has a ways to go. I would encourage you to submit feedback to Apple:

Meanwhile, I think Tim's suggestion is great. If you want to do a little more work, you can buy/create a ringtone that is just silence. When you want to silence calls, change your default ringtone to that. Nothing else will be silenced. You can then set a custom ring tone to for anyone you want to be able to ring through (that's where the work comes in). I realize it's a kludge but it's another option.

The meta-question here is "how do I prevent all attention-getting behavior from the phone for calls from non-contacts, while still allowing ios notifications to occur as configured?"

Thanks for the tip about ATT Call Protect. I'll give that a try and see how much I get in terms of nuisance calls with DND off.
