External monitor is unreliable in bootcamp

I've got Windows 10 on my new 2017 macbook pro via bootcamp. I have an old dell monitor that I use on both partitions. Flawless on the mac side. On the windows side it works sometimes... and I can't explain when. As I'm writing this it works great, but sometimes if I so much as plug in the power cable it disconnects. Sometimes no matter which USB C port I plug it into it never works, sometimes it takes 20 seconds to come on or longer, other times if I do something like plug in my power cable in after the monitor cord, the monitor disconnects.

Any way to make this more reliable?

The HDMI (HDCP) hand-shake is failing. The most likely culprit is the USBc-to-HDMI connection. One suggestion is to use a HDMI cable, which has ferrite cores at both ends, and test.

This Amazon Ferrite Core 1/2 Cord Noise Suppressor (2 Pack) is unnecessarily high priced, but you can buy cheaper ones and use them, or buy an HDMI cable with built-in cores, like a Select Series High Speed HDMI Cable - 4K @ 24Hz, 10.2Gbps, 28AWG, 6ft, Black - Monoprice.com .

The USBc adapter has many issues.
