I switched iCloud Photo Library off on my iPhone to delete my pics as I justed wanted them on my iPad. If I switch iCloud Photo Library back on will it just re sync with my iPad and put all the deleted pics back on my phone?

The purpose of iCloud Photo Library is to make sure that all of your devices have access to the same photos and videos.
