How to enable MMS on an IPhone 6s when MMS button is not active in settings

How do you enable MMS on an iphone 6s when the SMS and MMS buttons are inactive in “settings”? I cannot send or receive pictures via text, but words (text) can be sent and received.

MMS is a cellular carrier function. Has your cellular carrier authorized your particular account for MMS? Sometimes this costs extra. Contact them.
