The iTunes Store is unable to process purchases at this time

I keep getting this message randomly. I haven’t purchased anything. I did try to restart my phone but it still does it. I tried logging out then logging back in but now I can’t log back in. My software is all up to date so I’m not too sure what to do or why this is happening
