Billing problem

i had a billing problem last month but since iwas out of the country i couldn’t fix it with my bank untill i came back. i changed my mastercard and i am trying to fix my billing info but my card is being declined. can you help me or at least tell me to whom i need to speak? Thanks

See If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store - Apple Support. Use the contact link at the bottom if required.
