If you chose Option 1, once you have installed the iCloud control panel and tick the Contacts sync option, when you go to Outlook and click on contacts, you will see iCloud contacts too there. You can physically copy (Cntr + C) from your normal exchange contacts and paste (Control + V) to the iCloud contacts from within Outlook contacts. Option 2 also works.

That's a WhatsApp problem. Contact the developer.

You may have to wait a bit for WhatsApp to catch up with 11.3 update. I'm sure they will release an update soon if they have not already done it.

If third party apps have problems communicating with each other, then that's not an Apple problem.

I think the problem is beyond Whatsapp.. My iWatch on watchIOS 4.3 does not sync up exchange contacts either anymore
