downloading attachments High Sierra

I have problems getting attachments on incoming e-mails (using Apple Mail) to download. Same attachment on my iOS devices is, at most, a matter of seconds. Same message, and attachment, takes many minutes, even hours, to download (if it does).

What's the fix? It is not account specific as I have sent files to myself on different e-mail accounts. Same result.
