Why didn't I get a loaner phone

I had to take my iphone 7 in for the no service recall. I had to wait a week to schedule an appointment with apple only to wait hours in the store. Then they confirmed my phone was defective and they took my phone and didn't give me a loaner. How is this acceptable when the blame falls on apple. I don't pay an apple premium for terrible service.
