Despite checking this box in Safari Preferences, when I close Safari with red X/Circle at upper left and re-open, only one window opens with Home Page. Fix?

1.Delete com.apple.Safari.plist file and test.
Empty the Trash.
Quit all applications.
Hold the option key down and click the "Go" menu in the Finder menu bar.
Select "Library" from the drop down.
Library > Preferences > com.apple.Safari.plist
Right click on it and select "Move it to Trash".
Restart and relaunch Safari holding the shift key down.
If this doesn’t help, “Put Back” the com.apple.Safari.plist
Right click on the Trash icon in the Dock and select “Open”.
Right click on the com.apple.Safari.plist and select “Put Back”.
Select ”Replace” from the dialog when it appears.

Click “Free Download” button, open Downloads folder, click on it to open, and then select ”Open”.
Click on the bouncing EtreCheck icon in the Dock.
“Choose a problem” from the popup menu box, and then “Start EtreCheck” in the dialog.
Click “Share Report” button in the toolbar, select “Copy to Clipboard” .
Paste it into the reply.

I DISCOVERED THE SOLUTION: ITS HOW YOU CLOSE OUT SAFARI.
IF YOU QUIT SAFARI WITH X IN RED CIRCLE IN UPPER LEFT CORNER, WINDOWS FROM LAST SESSION WILL NOT BE SAVED REGARDLESS OF SETTINGS.
IF YOU CLOSE OUT BY SAFARI, QUIT SAFARI, THEY WILL IF WINDOWS FROM LAST SESSION IS SET IN SAFARI PREFERENCES. THE QUIT APPS IN GENERAL PREFERENCES IS IRRELELVANT.

That is the way it has always worked, at least for me. You need to quit the application, not just open a new window.
I am using High Sierra and I see the same thing you are seeing. I leave that box checked in System Preferences. This is a change from prior versions of Safari.
You might want to download/install 10.13.4 to get the newest version of Safari, which is 11.1.
Try running the combo update. It installs all previous updates plus the new one, which can replace any files that may have become corrupted.

Check Close windows when quitting an application.
I'm using High Sierra and I have that option. Are you sure you are looking in System Preferences/General and not Safari/Preferences/General?
The option you originally referred to works when quitting and reopening Safari. It doesn't work if you close a window and then open a new one.
Its kinda strange that checking the X in the red circle would have a slightly different effect than selecting Safari, Quit Safari. That really was the core issue here, at least for me...

Okay, here's what's happening:
* The option "Safari Opens With" in Safari, Preferences, General goes away when I uncheck "Close Windows When Quitting An App" in System Preferences, General!
I can literally have the two menus up simultenously and watch the effect checking an unchecking the "Close Windows When Quitting an App."
I am running Safari v. 11.03.

1. Make sure windows are not closed before quitting Safari.
2. System Preferences > General
Make sure "Close windows when quitting an app" is not enabled.

oH shoot! Yes, I was going to Safari Preferences. Sure enough, I went to System Preferences, General and that box was checked. Thank you!
But it still opens the Home Page when I re-initiate Safari. So, where is the option in Safari to have re-open the same webpages?

I read with great interest the posts above but now am even more confused…check the box or don’t?
Then…wait a minute…when I right click Safari in Tool Bar at bottom of screen over 50 small session window icons appear.
What the heck is going on?! Do I really have to carefully open each one, make a pencil and paper list of which seems to be ‘an original’ NOT CLOSED session window, then start opening and then truly closing with the ‘red X’ all duplicates and ‘hope’ I don’t get it wrong? I spent weeks creating those tabs.
I ‘had’ 7 'session windows' with 3 to 10 research ‘tabs' open (in a QUIT Safari) when I updated to 10.13.4. Please tell me there’s a simpler way to fix this and just get me back to where I’m supposed to be.

I opened every single duplicate window and closed all but one of them for each of seven sessions.
I've been MAC since RAM was on a floppy...the hiccups never stop...this one was pretty strange.

I just realized that after updating to 10.13.4 that the ‘Close windows when quitting app’ was now checked. All of my OPEN previous session windows are gone! How do I get them back.
