i cannot update/download any application in my mobile. phone is saying that i have a billing problem and you have to update your billing information. i tried to update my billing info but it always declines. i need to know what to exactly please

You must have downloaded a payable app/ in app purchase and used a card that was declined. Until you finalize the payment of the previous payable app you will not be able to download another app or update.
