Why is my app download pending?

I bought coins on a game and now it is listed under pending and I don't know why. have not received coins.

Try signing out of the store and then back in again, or Contact Apple Support.

I updated my payment information, but it still says pending. I turned phone off and back on. Any more suggestions? Thank you!
