itunes cannot see my iphone - tried everything

Hi, I hope someone can help. I have tried everything. I have an up to date W10 PC, latest updates installed. I have uninstalled and re-installed iTunes, 64 bit latest version. I have ensured my iPhone has the latest updates installed. I have tried different USB cables, different USB ports, rebooting, checking the Apple mobile device drive on my PC - everything. And I cannot get iTunes to see my iPhone! If it helps, I have tried my husband's iPhone and it doesn't see that either. Furthermore my PC can see my iPhone, as it's offering to import photos etc. from it. Its just iTunes that has an issue. No error message, I have run Diagnostics and it just says "no iPhone connected". I have successfully connected this iphone to this PC previously, but this seems to have happened since I upgraded iTunes. However I can't now install a previous version as it won't load my library. If anyone can offer a solution I would be most grateful.

You've done some good troubleshooting and isolation steps on your own already, and I'm glad to see you're being so proactive in getting this resolved. Let's see what more we can do from here.
