This would be more useful as it lets your text flow and remain easily editable.

Set a single column Table with an equal exact line height to your text (in this case 18pts), down the side of your text:

Drag down the line numbers to create the sequence and remove all borders and fills.

If you want the same line numbers on every page (you reference text by Page Number.Line Number) move the Table to the Section Master so it repeats on every page.

Not actually a tip. Lists list, nothing new there. Mangling your text with paragraph returns is not helping.

There are Apps that actually do real line numbering, if that is what you need use the appropriate tool.

This will not solve the usual request for numbering lines in Pages paragraphs — a feature not inherent with any Pages version. The linked article is exclusively devoted to lists.
