Series 3 cellular watch won’t receive calls when not near the phone

Swipe up for Control Center, and check the cellular button is either Green (Watch is connected to active cellular) or white with a black cell tower symbol (enabled but standby, connected through your iPhone). If it is black with a white cell tower symbol turn Mobile Data ON.
