FIX(APRIL 2018) Could not create a preboot volume for APFS install

I too had this issue. But I found a fix. Follow these steps:

  1. Once you hear the chime sound after turning on the Mac, press and hold CMD and R together till you see a Mac logo or a spinning globe.
  2. You will enter into recovery Mode. Now click disc utility.
  3. In disc utility, find for your internal hard drive. Click on 'Show all devices/drives'.
  4. Above Macintosh HD , you will see an option:Toshiba/ Samsung drive 128/256GB. This is the main drive.
  5. Click on the drive. Then click erase.
  6. Select Mac OS Extended (journaled) as the format.
  7. After erasing the drive, close disc utility.
  8. Click Re-Install MacOS.
  9. Now the setup should get completed without issues.
  10. If you do encounter an issue, then create a bootable USB of MacOS(plenty of tutorials on YouTube) and then repeat the steps above.

macOS High Sierra (10.13.4)
