iCloudServices.exe: The Procedure Entry Point Not Found

My iCloud starting giving me this error message at computer boot up:


User uploaded file

Then when I open iCloud settings and try to select a backup of Outlook, I get this similar message:

I uninstalled iCloud and reinstalled. No change

I then uninstalled iCloud and removed all references to iCloud.exe in the Registry. I rebooted and no error messages.


So then I reinstalled iCloud and the same error messages are back.


Apple Support says: Contact Microsoft (I'm disappointed Apple)


I am running Windows 7, all updates are current. I am running Outlook 2013, all updates are current.


Has anyone encountered this?

I have this same WebKitQuartzCoreAdditions.dll version since doing an itunes update I put off for awhile. Uninstall/reinstall of both iTunes and iCloud, clean registry, rinse repeat nothing fixes it. Windows 10 here.


Just started after the upgrade to iTunes 12.7.4.80 which brought in the iCloud update as well. This particular dll was updated as part of "Common Files".


Happens from both iCloud.exe and iCloudServices.exe. Same dll with the missing entry point.
