apple news app keeps disappearing...is there a permanent fix?

I read a few other posts about the same issue. About every week my apple news app disappears. it's not just gone from my widgets, it is completely gone. other users have the same problem. I read the solution is just to re-install it again...ok but being in Canada, apple news app does not show in app store until I switch my region to usa. then it becomes available, and I can just download and install again. it works every time but it is quite annoying having to do it every week...is there a permanent solution to this?
