iCloud Photo Library not showing up on my new iPhone 6S

I signed in on my new iPhone 6S and I'm finding that all my old photos aren't showing up on my Photos up. I checked on iCloud.com and all my photos are there. But only photos and videos I took on the new phone show up on the phone? How can I get all my old photos on my new phone?

iPhone 6s, iOS 11.2.6, Itunes 12.7.0.166

I understand all of your photos from iCloud are not showing on your new iPhone. Having all of your photos on your iPhone is important for many reasons, so I can understand wanting to get this issue resolved.

A great first troubleshooting step is to ensure iCloud Photo Library is enabled on your iPhone. You can tap Settings > Photos to ensure you have iCloud Photo Library enabled.

After confirming iCloud Photo Library is enabled, let's have you restart the iPhone if the issue remains.

If restarting your iPhone does not help to resolve the issue, let's have you disable iCloud Photo Library, wait a minute, and enable iCloud Photo Library once more.
