You would need to either contact the store that sold it to you, or contact iTunes support as it says to do.

Again, we can't help you here. We are just users like you. Use the link I provided. If it says it is not activated, then you have only the two options as outlined in the support article: 1) Take it back to the retailer to get it activated, or 2) Contact Apple Support at the link provided in the support article.
You may want the police to get involved if the retailer sold you a $400 card and refuses to honor their obligation to activate it properly.
