I have an iPad A1430 and am trying to install Amazon's Kindle App on it. The App Store says i need iOS 10, but my iPad says it is up to date running 9.3.5. Amazon support says that I have to upgrade to iOS 10. Can I upgrade to iOS 10? If so, how? If not, how can I find and install Kindle for iPad 6.1, which does work for iOS 9.3.5?

While you cannot update to iOS 10 on that particular iPad, you should however be able to go to the App Store, and attempt to download the Kindle app even though it requires iOS 10. It should offer a compatible version to install on iOS 9.3.5 when you attempt to download it.

Is the Apple ID in iTunes on your computer the same one being used for iTunes on your iPad?
If it is, the Kindle App , should show up the Purchased List on your iPad, in the App Store App->Purchased.
If you own a newer iDevice that uses your same Apple ID and password, on that newer iDevice running a newer iOS, you can download the recent Kindle app to that iDevice, then try, again, to download the Kindle app to your older iPad and see if you get the older app message this way to be able to download the older Kindle app to your older iPad.
Once you've downloaded it to iTunes, look for Kindle in the Purchased (not the main store) list on your iPad and try to install it.
It should then offer the compatible version. Hopefully.
Make sure your iPad IS NOT connected to iTunes on your computer.
Then, back on your iPad, you can download the latest Kindle app from the iOS App Store and if the developer/s has/have left an older, compatible version of their app/s on Apple's app servers, then you will receive a small window pop-up prompt that states that there is an older version of the app that is compatible with your device.. Would you like to download this version now.
Tap the OK button just below the prompt.
Settings->iTunes & App Store->Apple ID has the one currently signed in and being used for the stores.
If its not the same one as the one in iTunes, the purchases won't show up.
I uninstalled the current version of iTunes on my PC, and installled 12.6.4.3, downloaded Kindle and tried to install it and I get the "must have iOS 10" message. How do I get it to offer the compatible version?
I go to the App Store, hit "Get" then "Install" and I get a popup saying "This application requires iOS 10.0 or later." Where can I find the place where it offers me the compatible version?
Not all developers make older versions available.
It's not in my "Purchased" list. It is there in iTunes on my PC.
Michel PM: I did disconnect my iPad, then closed and reopened the app store and I still get the "You must have iOS 10" message when I try to download Kindle.
Do you have any newer iDevices working under your Apple ID and password?
Good question. I think so, but I don't know how to find the Apple ID being used on the iPad. Whenever it has asked for the Apple ID, I've given mine, but I don't know if it persists.
