See this article Use SSL to connect to an SMTP email server in Mail on Mac - Apple Support

Open mail preferences > accounts > click on server settings .

Click on drop down arrows and click on edit SMTP server settings list .

And uncheck the box of use TLS / SSL and click on ok , but it depends upon the service provider what settings they suggest , in gmail accounts the settings are dimmed and the user don't need to save it manually .You must be using different web accounts and the internet service provider are but obvious varying .
