No “purchased apps” category in app store?

Purchased apps at times stop working properly, and need to be deleted and re-downloaded.


Also, large, expensive, but rarely used apps may need a second download.


It’s often difficult to find specific apps again.


Has Apple abandoned the personalized category called “purchased apps” in its app store?

No, it hasn't been 'abandoned', it's just been moved. Assuming that your iPad is on iOS 11 as you don't given any information, tap on your id/icon top right of the App Store and then tap Purchased on the popup.
