IPad 2 Screen Lock

I have owned several iPad and always passed down the old one to grandkids.

My grandson somehow started factory reset on the one I gave him. We did not know the icloud login or password for that particular iPad. My daughter finally found the box with the correct icloud account and password. The Screen is is now locked on the iPad because we tried several users and passwords.

Can a locked iPad be reset without knowing Apple ID or password? I have an iPad mini 2 that belonged to my late father in law. It was locked and no one has the Apple ID or password. I tried to restore it, but I'm prompted for his Apple ID/passcode, which no one has. How can I reset so it can be used or is this now just a throwaway?

I was given an iPad by the county and my granddaughter was using it. She has since forgotten her login and password so I am going to take it over and don't have an apple id or password. Is there anything else i can try? I have reset the iPad but it is still linked to her account and she does not remember her id or password so is there anything i can do so I can use this iPad?
