My iPad mini can not be activated

I’m receiving a message, “Your iPad could not be activated because the activation server cannot be reached. Try connecting your iPad to iTunes to activate it, or try again in a couple of minutes. If this problem persists, contact Apple Support at apple.com/support

Hi

Turn ipad off Make sure your pc is running the latest iTunes 12.7.4

Connect lead to USB on your pc Press just the power button down on ipad don't let go Connect lead to ipad keep power button pressed down until pc sees ipad Then wait for restore you may need to do this more than once Before it works.
