My iPad mini can not be activated

I’m receiving a message, “Your iPad could not be activated because the activation server cannot be reached. Try connecting your iPad to iTunes to activate it, or try again in a couple of minutes. If this problem persists, contact Apple Support at apple.com/support

The iPad is connected to the internet and I have reset it, however I am still unable to activate. What else do I need to do?
