Upper right hand corner popups

I've cleared all history AND website data and rebooted more than once. I am getting these intrusive popups on my Safari browser. So far, its from the Houzz website only. Is it because I have the app installed on my phone? I'm really annoyed by this and will be deleting any app that has this behavior.
