IF you need older versions of apps for your older device, there are two ways of getting them.

The first and easiest way is to download the newest app to a newer iDevice, first.

Then go back to your older iDevice, download the newest version of the app, once again, and if the developer/s has/have left an older, compatible version of their app/s on Apple's app servers, then you will receive a small window pop-up prompt that states that there is an older version of the app that is compatible with your device.. Would you like to download this version now.

Tap the OK button just below the prompt to start the downloading of the older app version to your iPad.

If you need apps for your older iDevice, if you have a computer with an older version of iTunes (version 12.6.4 or earlier ), you can try downloading the recent app/s, by accessing the iOS App Store, through iTunes, and then, download the recent version of the app/s you like to use on your older iDevice to iTunes on your computer, FIRST.

IF you own a computer with an older version of iTunes already on it, try using that version as an older iDevice does not need the latest iTunes version.

If you have a computer, but NO iTunes on it, here is a link to the older 12.6.3 version for download found in this Apple weblink.

Older versions of iTunes found here.

https://support.apple.com/downloads/itunes

iTunes 12.6.4 here.

https://support.apple.com/en-gb/HT208079

DO NOT download OR USE the latest version of iTunes (version 12.7.x) as there is no more support for saving apps in iTunes under the most recent versions.

If you have already downloaded the recent 12.7.x version of iTunes, NONE of what I have wriiten here in this post reply may work!

You will need to use an older iTunes version and once it is downloaded and installed on your computer, at launch, hold down the Opt/Alt key on your keyboard while launching this older iTunee version, so you can create a new Tunes library.

BEFORE DOING the IMMEDIATELY ABOVE, if you use iTunes on a computer and already have an iTunes Library, you will need to find the iTunes Library folder on your computer and, temporarily, move/copy this folder to another location so you do not accidentally write over your existing current iTunes library.

Then, back on your older iDevice, you can try to download the latest app from the iOS App Store and if the developer/s has/have left an older, compatible version of their app/s on Apple's app servers, then you will receive a small window pop-up prompt that states that there is an older version of the app that is compatible with your device.. Would you like to download this version now.

Tap the OK button just below the prompt to start the downloading of the older app version to your iDevice.

If you are successful in getting apps on this iPad, consider looking for more “up to date”, third party iOS web browsers for that version of iOS.

Some third party web browser developers supported their web browser on iOS 9.3.5 and are more up to date than the over two year old iOS version of the Safari Web Browser.

If you use iTunes on a computer, some third party iOS web browsers that may still have older versions for iOS 9.3.5.

You did something wrong.

The iTunes 12.6.4 method works.

Another recent user after you was able to get the older 9.3.5 version of Netflix.

Try getting the app to install by going to the Netflix website and try to get the older Netflix app through the iOS App Store that way.

Also, if you downloaded the recent Netflix app from the iOS App Store using iTunes 12.6.4 on a computer ( make sure you are using the same Apple ID and password ),

On your iPad, check your purchase history in the iOS App Store under Purchased to see if the Netflix app appears there.

If it does, try downloading the app from the purchased history list and see if that works.

Apple no longer supoorts 6 and 7 year old iDevices, so getting older compatible versions of apps, for older iDevices, is going to be difficult, now.

Also, Apple is NOT responsible for what third party developers decide to do or not do.

If an app developer doesn't want to support older iDevices and older iOS versions, any longer, that is the App developer’s right and decision to make.

Pretty soon older iPad 2, 3 and 1st gen Mini users are gong to have to spend money to get a much more secure , current and up to date iPad.

It is that simple.

BTW,

Speaking of secure, make sure to STOP using that 2-2-1/2 year old Safari web browser, as it is, probably, not safe and secure to use any longer, and seek out a third party web browser that is STILL currently being updated and STILL being supported on iOS 9.3.5.

Here are a few third party web browsers that I know are STILL being updated and supported on iOS 9.

Popular third party, iOS 9 and earlier compatible Web browsers are more quickly dwindling, now.

Here is what is left of the more popular, well known, third party Web browsers.

iCab Mobile Web browser

Dolphin Web browser

Snow Bunny Web browser

Private Browsing Web browser

Aloha Web browser

Maxthon Web browser

There used to be 10. Then 8. Now iOS 9 users are down to 6 better known, third party Web browsers.

Your expectations are unrealistic.

For starters, the decision to continue offering and supporting older versions of apps or any computer software, for that matter, is the decision of the third party app/software developer and not Apple.

For any third party software developer to keep offering and selling older versions of their software for any computer or computing device that is over 6, 7 years or older is simply not what happens.

It is not cost effective for any software developers to keep offering older software to the minority of users still using any old computing hardware just because these users choose not to upgrade their computing hardware because of costs.

More current used computing devices and actual computers exist and can be purchased for much cheaper than new or current computing models.

I own a over 3-year old iPad Pro and, also own and still use 7-8 year old iPads and 9 and 10-year old iMacs.

I don't expect Apple or third party software/application developers to keep supporting these very old devices that I choose to keep on using because of my own financial issues.

Either because of OS and/or older hardware limitations or costs limitations my computing hardware has much software that can't be upgraded or older versions of applications that can no longer be obtained or is no longer available as the software developer with went out of business or has abandoned their software and no more upgrades are available, any longer or I cannot afford to upgrade/update any expensive software titles, any longer.

It is what is with technology and software and the companies who make it.

If you have no means to try and keep up with more current computing hardware technologies, that is your issue/decision and not that of hardware/software makers

It is not Apple's or any hardware/software makers to continue to keep supporting older technologies and keep older software available.

There are older, used and more current iPad models that still exist and are available and can still be legitimately purchased on the used market for less than Apple originally sold these iPad models.

Sooner, now, these 6,7 and 8 year old iPads will no longer be supported in any way, at all!

My 7 and 8 year old iPads are now receiving fewer daily third party app updates.

These older iPads will eventually become obsolete and abandoned, but the last versions of software on them, for the most part, should continue to work.

Anyways, an older version of Netflix can still be obtained, it is just more complicated to obtain as with any older versions of apps which may or may not still be available from the Apple iOS App Store.

BTW, cheaper Android tablets will become obsolete much faster than ones from Apple.

Apple does not control what third party developers do with THEIR apps.

Third party developers are the ones who decide what they want to do with their apps and which iOS versions they wish to still continue to support.

Eventually ALL third party apps will move away from older iDevices and older iOS versions.

Nothing is forever.

IPad 3 is over 7-years old, now.

Lots have change with iPad and iOS in 7-years. A new iPadOS is coming soon with many features iPad users have wanted since the very first iPad over 9 years, ago.

If a 7 and 8 year old iDevices could update to newer iOS versions, you'd be coming into these iPad support communities complaining how much slower your iPad is running with no real solution to that issue.

In response to everyone’s answers I’ve experienced this problem twice with my daughters iCloud account on older devices and even when I try with her newer device and switch back to the older device the download still wasn’t available. This download was available in older more compatible one with device if I use my iCloud account which happens to be far more older than my daughters...the older the iCloud account the better...

That's correct: that particular procedure no longer works. Going to the netflix website just redirects you to the app store now, where you're still only given the choice of the newest version of the netflix app.

What still works is trying to download the netflix app on an older version of iTunes on Windows, and then trying to download the app on the iPad with the same Apple account. For whatever reason.

I am not sure what your point is, but there are STILL many apps that support older iOS versions.

Some all the way back to iOS 4.2.1.

Netflix already requires a newer iOS ( iOS 10 and later ), but older versions can still be gotten and all still work on older iDevices all the way back to iOS 5.1.1.

My linked procedures work to get any older versions of any app as long as older iOS versions of apps are being left by developers on Apple’s iOS App Store servers.

My wife and I still use older iPad models and we still get regular, daily app updates from app developers.
