IF you need older versions of apps for your older device, there are two ways of getting them.
The first and easiest way is to download the newest app to a newer iDevice, first.
Then go back to your older iDevice, download the newest version of the app, once again, and if the developer/s has/have left an older, compatible version of their app/s on Apple's app servers, then you will receive a small window pop-up prompt that states that there is an older version of the app that is compatible with your device.. Would you like to download this version now.
Tap the OK button just below the prompt to start the downloading of the older app version to your iPad.
If you need apps for your older iDevice, if you have a computer with an older version of iTunes (version 12.6.4 or earlier ), you can try downloading the recent app/s, by accessing the iOS App Store, through iTunes, and then, download the recent version of the app/s you like to use on your older iDevice to iTunes on your computer, FIRST.
IF you own a computer with an older version of iTunes already on it, try using that version as an older iDevice does not need the latest iTunes version.
If you have a computer, but NO iTunes on it, here is a link to the older 12.6.3 version for download found in this Apple weblink.

DO NOT download OR USE the latest version of iTunes (version 12.7.x) as there is no more support for saving apps in iTunes under the most recent versions.
If you have already downloaded the recent 12.7.x version of iTunes, NONE of what I have wriiten here in this post reply may work!
You will need to use an older iTunes version and once it is downloaded and installed on your computer, at launch, hold down the Opt/Alt key on your keyboard while launching this older iTunee version, so you can create a new Tunes library.
BEFORE DOING the IMMEDIATELY ABOVE, if you use iTunes on a computer and already have an iTunes Library, you will need to find the iTunes Library folder on your computer and, temporarily, move/copy this folder to another location so you do not accidentally write over your existing current iTunes library.
Then, back on your older iDevice, you can try to download the latest app from the iOS App Store and if the developer/s has/have left an older, compatible version of their app/s on Apple's app servers, then you will receive a small window pop-up prompt that states that there is an older version of the app that is compatible with your device.. Would you like to download this version now.
Tap the OK button just below the prompt to start the downloading of the older app version to your iDevice.
If you are successful in getting apps on this iPad, consider looking for more “up to date”, third party iOS web browsers for that version of iOS.
Some third party web browser developers supported their web browser on iOS 9.3.5 and are more up to date than the over two year old iOS version of the Safari Web Browser.
If you use iTunes on a computer, some third party iOS web browsers that may still have older versions for iOS 9.3.5.

You might be able to still obtain an older version of the Kindle app for your iOS 9 version iPad Mini.
I am not going to post this link, again, for the umpteenth time.

The availability of such older apps in the iOS App Store is 100% solely the decision/discretion of the app developer.

No it does not work.
You are hosed, just like I am. What's really bad in my case is I uninstalled the old app first, then tried to update! I got no help from Netflix or Apple other than to buy a new iPad!
If you try my solutions in my link three posts replies above yours, you'll get an older, compatible Netflix app for your older iPad.

That particular procedure USED to work for any app, also, but you are saying that that particular procedure no longer works or no longer works for getting the older version of Netflix?
That could be the case, now.
Besides, the Netflix website has changed quite a bit from the last time I tried to redownload the older version of Netflix from the website location.
So, maybe that procedure is no longer working.
That is certainly possible.
Good to learn and the reason, everyone else, including me, posted alternate methods of getting older iOS versions of apps.

Follow my above post to the letter and either of these methods should work for you.
I spelled out both procedures above pretty meticulously.
I am not going to post another lengthy post when all the information you need to accomplish getting an older version of Netflix for your older iPad is all there.
If you do not own a newer iDevice to install the most recent Netflix version onto to get the first procedure going,
then you need to proceed onto the second procedure/solution with the use of a computer to install an older version of iTunes to use to get the second procedure started.
If no computer, you maybe out of luck.
If you own a computer, but are not computer savvy enough to follow or understand these directions to reach the final solution, find someone more knowledgeable with computers and iDevices to help and have them read and follow the procedures I took quite some time to write and outline.

thank you! This worked for me 🙂 I don't use my icloud though. I just signed in a different account on the app store of the iPad that already had netflix downloaded (so it will turn up under the Purchases tab), and then followed Tanvirsk's instruction after. I didn't need to use Itunes 😀
Thanks but I followed your instructions to the letter. I used both methods. Perhaps Netflix have taken down the ability to install legacy versions because the only version available to install was Netflix v 11.0 and I didn't get the option to install an older version.
No I haven't done anything wrong. I followed the steps to the letter. I spent all day trying to get it work. I used iTunes 12.6.4. I also tried getting the app by going to the Netflix website and trying to get the older Netflix app through the iOS App Store that way. I also checked my purchased history and the Netflix app appears there (only v11.0 though). I made sure I used the same Apple ID and password. I tried downloading from the purchased history list. At no stage was there any option to install an older version of Netflix. I'm not stupid, I'm not a noob, I have reasonable IT skills but it just doesn't work for me. I'm pulling my hair out and I'm stumped. The only thing I can think of is it could be an ip based lock out based on my Australian location? We often can't download things in the iTunes store that are accessible for US residents but not for Australian based residents. It could be related to that.
Thanks for your help in any case 🙂 I probably won't extend Netflix beyond the one month free trial though which is a shame as it seems to have a lot of interesting content.
