IF you need older versions of apps for your older device, there are two ways of getting them.
The first and easiest way is to download the newest app to a newer iDevice, first.
Then go back to your older iDevice, download the newest version of the app, once again, and if the developer/s has/have left an older, compatible version of their app/s on Apple's app servers, then you will receive a small window pop-up prompt that states that there is an older version of the app that is compatible with your device.. Would you like to download this version now.
Tap the OK button just below the prompt to start the downloading of the older app version to your iPad.
If you need apps for your older iDevice, if you have a computer with an older version of iTunes (version 12.6.4 or earlier ), you can try downloading the recent app/s, by accessing the iOS App Store, through iTunes, and then, download the recent version of the app/s you like to use on your older iDevice to iTunes on your computer, FIRST.
IF you own a computer with an older version of iTunes already on it, try using that version as an older iDevice does not need the latest iTunes version.
If you have a computer, but NO iTunes on it, here is a link to the older 12.6.3 version for download found in this Apple weblink.
Older versions of iTunes found here.
https://support.apple.com/downloads/itunes
iTunes 12.6.4 here.
https://support.apple.com/en-gb/HT208079
DO NOT download OR USE the latest version of iTunes (version 12.7.x) as there is no more support for saving apps in iTunes under the most recent versions.
If you have already downloaded the recent 12.7.x version of iTunes, NONE of what I have wriiten here in this post reply may work!
You will need to use an older iTunes version and once it is downloaded and installed on your computer, at launch, hold down the Opt/Alt key on your keyboard while launching this older iTunee version, so you can create a new Tunes library.
BEFORE DOING the IMMEDIATELY ABOVE, if you use iTunes on a computer and already have an iTunes Library, you will need to find the iTunes Library folder on your computer and, temporarily, move/copy this folder to another location so you do not accidentally write over your existing current iTunes library.
Then, back on your older iDevice, you can try to download the latest app from the iOS App Store and if the developer/s has/have left an older, compatible version of their app/s on Apple's app servers, then you will receive a small window pop-up prompt that states that there is an older version of the app that is compatible with your device.. Would you like to download this version now.
Tap the OK button just below the prompt to start the downloading of the older app version to your iDevice.
If you are successful in getting apps on this iPad, consider looking for more “up to date”, third party iOS web browsers for that version of iOS.
Some third party web browser developers supported their web browser on iOS 9.3.5 and are more up to date than the over two year old iOS version of the Safari Web Browser.
If you use iTunes on a computer, some third party iOS web browsers that may still have older versions for iOS 9.3.5.
Perfect Web browser
Dolphin Web browser
iCab Mobile Web browser
Maven Web Browser
Opera Web browser
Maxthon Web browser

Thanks for the reply, I have set the iPad up with his own Apple ID, this is how the Netflix app problem has come about. From your solution though it seems it should be fairly straight forward to resolve.
this procedure works only if you previously installed a version of netflix.
I was not previously paired with Netflix and therefore I did not install the relevant app.
Is there a chance to solve the problem?
I tried this — but it didn’t work.
I was expecting it to, as all other apps just automatically download an earlier version as needed.
Even on Netflix’s own website, posted by Netflix itself: the have this as the solution.
But thank you for your post — we appreciate it 😇
Two reply posts above yours which is my own detailed and proven procedure.
I have posted my procedure for getting older apps quite a few times in this particular thread.
If you follow my procedure/s to the letter, you’ll get your older version of Netflix onto your older iPad.
I was thinking the exact same thing as you, @PortugueseApple.
And I’m sure you’ve experienced — as unfortunately most anyone has (and is well-documented anywhere by now):
This is EXACTLY (or a form of) what Apple employees are trained to tell customers with the endless issues piling up with “all things Apple.”
With EVERY nightmare I’ve dealt with (and all of which have occurred under Apple‘s current “ceo“) I’ve been brashly and immediately told, not just on the telephone, but directly in my face, “it’s old, it’s broken, you need to buy a new <insert name of latest overpriced, useless Apple junk>

I cannot thank you enough for this post, or rather: what it got labeled as.
it made clear so many things — to so many third parties Apple is clueless about...
I did everything but my iPad is still saying that Netflix is not more Working on this device
Could at be that the older Devices or Files form Netflix are deleted?
I have no idea why it is not working?
Not sure if you followed my procedures closely enough.
It's a pretty tedious procedure.
Everyone else had success when using either of my methods.
You may need to attempt this again.
My procedures work.
Good Luck!
This was my Way – but it didn´t Work – What did i Wrong?
Downloadet Itunes 12.6.2 for MacOS here - https://support.apple.com/downloads/itunes
What do i am Wrong?
Thank you! No need for multiple devices and multi step processes! I spent hours following all the other ridiculous solutions and it was always available from the App Store, just under a different navigation path. Thanks!
You did something wrong.
Make sure you have logged into the iTunes store with your Apple ID and password.
Make sure the left sidebar is showing in iTunes.
Right below the main upper center window and to the left, their is a button that says Music.
Click on that and a bunch of other categories appear.
Click on Apps.
Then in the iTunes main large window, right below the smaler center window should be three categories
Click the App Store category.
This brings you to the iOS App Store.
Choose iPad for iPad apps.
Use the search field to serch for current iOS Apps to purchase download and install into iTunes.
Good Luck to You!

Hi, I have downloaded iTunes v. 12.4.3 for W10 but I cannot open it becouse te new version replaced the old one (this is the information from the system). Any ideas? Thanks in advance!
What does that have to do with the topic of this thread?
Well... maybe easy for you, but i am just a simple apple user (non tech minded)... i have tried and none of the methods worked. I have an ipad 2 and an iphone 7.
wasn't apple supposed to be simple and intuitive? I just don’t understand why apple does this. Just bad marketing.
Try using the latest 12.6.5 version I, also, linked, instead.
Someone posted that the latest iTunes 12.6.5 version ( posted Sept. 18, 2018 ) worked for them.
I may remove the links to older iTunes versions as they seem to not work consistently.
Especially when downloading some newer versions of apps.
Try again using iTunes 12.6.5.
