recently deleted album missing

Problems with deleted Photos:

1) There is no Recently Deleted album in iPhotos sidebar.

2) But, I found Recently Deleted album if I go directly to iCloud and Photos via Google.

3) If I use Cut to delete a photo it does not end up in Recently Deleted. If I used Delete it does. Why the difference.

If it is empty it is hidden

using cut is not the way to delete photos - delete photos by selecting them and pressing command and delete to move them to the recently deleted album where they will sit for 30 days or until you delete them from there
