My phone is doing something really weird my iPhone X Now do you see the first picture is the line across the screen and the second picture do you see the outline around my apps and then the bottom thing in the corner? What is that this is a brand new phone

I'd be more concerned with the broken screen.
Call Apple Support....or....make an appointment with the Apple Genius Bar.
Looks like you might have dropped it in the upper right corner.
