Do you mean the sort order of the photos? Do you want to sort the photos descending by date, not ascending?
You can only rearrange the sort order for albums you create yourself. I am using a smart album "My All Photos" that is showing all photos, and it can be sorted descending.
To create the smart album use the command "File > New Smart Album". Set the smart rule to "Date captured is after 1.1.1". This should be showing all photos and videos in your library.
Then ctrl-click or right-click the album in the sidebar and change the sort order to Newest first.

The default is indeed cumbersome, with more than 40000 photos in my library. Most users will probably want to see the newest photos first and not the oldest ones over and over again.
But I set the system preferences > general to always show the scroll bars and to jump to the spot that is clicked. This way I can jump quickly to the bottom of the view, to the most recent photos, simply by clicking the end of the scrollbar.
The default is kinda crap. Thanks for your worker around
