when I get an incoming call I have to say hello twice before somebody hears me, or I have to wait a second or two before talking, I just switched from iphone 5s to SE, this was not happening on the 5s, is there a seeting for this?

why would it be the carrier if it didn't happen on the other iphone?
Because calls are a carrier function. When you switch phones, changes are made in how your account is set up. Or it could be something unrelated to the change of phones that occurred at about the same time.
I honestly don't use speaker phone often enough to know how long it takes to switch from one speaker to the other. It certainly wouldn't hurt to take it to your local Apple Store and have them check it out. While you're waiting, you can play with the other phones there and see if they do the same thing.

contacted carrier , unaware of any issue but stated they would reset the connection
You could also try resetting your network connections. Settings>General>Reset>Reset Network Settings. You'll lose saved WiFi passcodes but nothing else.
I'd already tried that, odd that didn't happen with the 5S , I think I need to wait till the counter hits one second, hate to have to get used to that
actually that 1 second delay is only if I answer and press speaker , does that tell you anything else?
