Where is "Select Photos” button in top of iCloud Photos bar?

2 months ago I could select photos from icloud to download to windows pc in usual method of holding shift key while selecting each photo. For some inane reason this no longer works. Apple search tells you to use "Select Photos" button but I don't see it anywhere at top in icloud photo taskbar in windows. Can anyone tell me quick way to select many photos to download from icloud to non-apple device? Thanks in advance!

Since they removed this feature (for no apparent reason), iCloud drive on PC is the only other way to download all your photos in bulk, but it is painfully slow even on a fast internet connection.

This seems like a typically deliberate Apple tactic to force you into their "ecosystem", as you can still download in bulk on Mac and iOS. They miss the point that I'm already using iOS or I wouldn't be using iCloud!
