2018 Apple TV remote

Just wondering who is responsible for this horrid swipe navigate remote? It's very quick, as it alternates between the extreme sensitivity of my breath on it, racing past selections so fast they are a blur, to the stubborn lack of response one might expect from my old remote when it had a dead battery. At least with the old remote I could just get a new battery. Can I get a new remote for my 2018 Apple TV that has a North-East-South-West click control instead of this swipe crap? A "one click, one move" control, so I don't have to completely restart when it moves too fast and too far for me to know which direction and how far it took me?

iMac, macOS High Sierra (10.13.1), Upgrade hell - AGAIN.

You can adjust the speed at which the surface tracking operates...

Settings ➔ Remotes and Devices ➔ Touch Surface tracking

You can also use it in the "North-East-South-West click control" manner you mention, except that you mustn't click but rather tap without clicking at the top/right/bottom/left of the trackpad.

The Apple TV is able to ‘learn’ inputs from other remotes.
The Apple TV 4/5 will work with the aluminum Apple Remote of previous generations (limited functionality).
The Apple TV 2/3/4/5 allows input through an iOS app, which is much like the Siri Remote, but using it feels slightly different. And you will have access to a keyboard as a bonus.

the old remote still works fine, with newer appletv's which comes with the siri remote

I would say apple is responsible for the new remote you can let them know you don't like their new remote using their feedback channel Feedback - Apple TV - Apple

the new remote has a rechargeable battery which one charge with the cable with lighting bolt in one end and usb in the other

Not sure that anything has changed in the remote setting for quite a few updates. I'd revisit the tap top/left/bottom/right though, it works perfectly for me.

Yes, I had tried just a light tap, which worked (occasionally) on north and west, but never on south or east, or as you prefer; sometimes works top and left, but never works on right or bottom. I also had set the remote to slow, but when I just went back to make sure I had done that, I see there is an upgrade available, which is downloading now. Could this make a difference?
