Why is my apple ID disabled? And how to fix?

I have the new iPhone X I was logged in with my apple ID then my boyfriend and I traded phones and I factory reset phone, turned off the find my iCloud, etc... and a popup that says apple ID is disabled keeps popping up. I am unable to download apps, etc. I have reset my phone several times nothing helps the apple ID disabled keeps popping up. It doesn't appear to have any issues when I am logged in to computer however... so how do I get this fixed? And why is it doing this?

We are fellow users, we won't know why a particular account is disabled. Try resetting the account's password (and then logging out and back in everywhere) : If your Apple ID has been locked - Apple Support

If that doesn't fix it contact iTunes Support and see if they can/will re-enable it : http://www.apple.com/support/itunes/ww or https://www.apple.com/emea/support/itunes/contact.html
