iPhone SE Animation Stuttering?

Hello everyone. I recently got a heck of a deal on an iPhone SE, and since I have always been curious about iPhones, especially since I absolutely adored my iPod Touch 5th Gen, I decided to take the plunge and throw my Android phone to the curb. I've always used bottom of the barrel budget phones, so I was hoping for a nearly perfect experience jumping into iOS, especially with the fond memories of my iPod touch still rather fresh in my mind.

So far, though, I've noticed quite a few things that are brow-raising about the performance of the phone. It has no problems switching/launching apps or playing games, even graphically intensive ones, but doing things like scrolling through Apple Music, the App Store (especially the App Store), and even settings can cause things to stutter and visibly jolt quite often. These little stutters are also visible when scrolling between home screens on occasion, but usually only when I scroll left from my second home screen back to the first one.

This is a pretty much brand new phone, and I never really had the opportunity to see what it performed like before iOS 11. Does this sound like a hardware issue, or is it most likely iOS 11 that's at fault here?

iPhone SE, iOS 11.3.1, Verizon - 32GB - Silver
