How do I import a 'live' Photos photo into iMovie and keep the movie effect?

How do I import a 'live' Photos photo into an iMovie project and keep the movie effect? It seems to come across as a still.

iMac with Retina 5K display, macOS High Sierra (10.13.4), 16gb ram 3TB Fusion

If you select a Live Photo in Photos and export it with "File > Export > Export unmodified Original, you will find two exported files, a video and a still frame. Import the video to your project in iMovie with "File > Import Media".
