I have one iphone and one ipad connected to my ID. I am on IOS 11.3 on both devices.
I have disabled icloud backup on both devices. I have never used "Files" app on any device.
Out of 5 gb storage space 4.25 gb is occupied as "Docs". I do not know what Docs are these. I need to delete these Docs and free up space. How to delete ?

Have you looked what your storage is used for at ...
Settings ➔ Apple ID(Top) ➔ iCloud ➔ Storage ➔ iCloud ➔ Manage Storage
... where you can also delete items from storage.
Documents can include lots of things in addition to iCloud Drive such as Numbers, Pages or any third party app that uses iCloud to store it's shared documents.
Then you may wish to contact Apple, there may be some corrupt data trapped in your iCloud storage.

I have not saved any data on Pages, numbers and any other apps that I know of.
I am certain I do not need any of the contents of documents. I need to know how to delete all the documents to clear the space on iCloud.

The breakup of storage used adds up to less than 300 KB. Available storage is only 0.7 GB. I do not know where the balance 4GB is used. I need to free up this 4 GB.
Have you used iCloud Drive on a Mac at all?
No. I have never used this ID on a Mac.
