OK

The file you are looking for is Library Preferences MobileMeAccounts.plist

You can access it by clicking on the finder window or the desktop, this brings up the finder menu bar at the top of your screen. Select the “Go” menu and hold down the option key () as you do, this will reveal the “Library” option in the list. It's probably better to move the plist to the desktop rather than simply delete it, that way you can always put it back but it's unlikely you will need to. Restart your Mac (a new plist will be created in the Preference folder), hopefully your iCloud window in System Preferences will now open.

If the above doesn't work, try the System Preferences .plist.

Do a backup, preferably 2 backups on 2 separate drives.

Quit System Preferences.

Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder. Select Library. Then go to Preferences/com.apple.systempreferences.plist. Move the .plist to your desktop.

Restart the computer, open the application, and test. If it works okay, delete the plist from the desktop.

If the application is the same, return the .plist to where you got it from, overwriting the newer one.

Thanks to leonie for some information contained in this.

They are essentially the settings in the iCloud window/panel you see in system preferences. If you trash them all the settings in the iCloud panel will go back to default and you will need to change them back to how you want them again. This can be a little daunting sometimes, but it is often corruption in such a file that stops the panel from launching properly.
