Can Apple Pay Cash keep your money forever?

I received a payment and apple pay cash locked my account stating they are holding my funds indefinitely, they will not even return it to sender, is this legal? What can I do? Every time I call they say the same thing, its been 4 months now.

Why is my Apple Cash locked, it says because of suspected fraud but I’ve never even used Apple Cash My Apple Pay/Cash is locked & I’ve never used this service before with Apple and says it could be because of suspected fraud. I’m not sure how that could happen if I’ve never even setup Apple Pay

Apple Pay sent to a restricted account I sent $20 via Apple Pay to a contact that has a restricted Apple Pay account. They can’t send the money back nor use it. Any advice ?
