How to play only downloaded music on iphone

I have selected downloaded music In the music app. Turned off everything in settings > music. Then if I play, I get long pauses while songs, that are not on my phone, play silently, since the file is not there. Why does it attempt to play songs that are not on the phone? How can you select downloaded music to play and not other music. Like lots of other people, if you cross a wifi zone, it will happily play music that you don’t want it to play. Just want to play like an iPod. Is it possible?

I only have downloaded music selected, it shows purchased music. Previous files I’d taken from my own CD’s and bandcamp do not show in downloaded music. The music app appears to take your iTunes library summary and often shuffles to songs in that list. Whether in flight mode or offline, it still tries to stream content that was once purchased. Result is you listen to silence a lot or waste time on someone else’s wifi network streaming songs you hadn’t selected for your phone. Is there a way to only play content on the phone?
