Converting Excel formula to a Numbers one

Hello, I’m hoping someone can please help.

I have a duration/time formula from an old Excel spread sheet that I can’t get to work on my Numbers spread sheet.

The Excel formula;

=IF(K31=O31;”On time”;TEXT(ABS(O31-K31);”[mm]:ss“)&IF(K31>O31;”under”;”over”))

This above formula returns a time that is either “over” or “under” an estimated time , example is

10:23under or 01:02over or On time

Holding thumbs....
