Formatting SSD as APFS

I have a new SSD external drive. It came formatted NFTS. I reformatted it to macOS Extended. I would like to format it to APFS but I'm not seeing that available in Disk Utility. Is there a trick to this?

P.S. The partition button is grayed out.

MacBook Pro, macOS High Sierra (10.13.4), Late 2016 15" 2.7 GHz i7 16 GB RAM

It's possible that you need to "Show All Devices" in the popup menu above the disk list. If you then select the drive itself, not one of its volumes, it will give you the option. However, I don't know why you would have Mac OS Extended and not APFS.
