I have a Mac Pro 2010 with the apple raid card, High Sierra, and all the updates applied.
I was in the process of upgrading all of my SAS drives to a larger capacity and they are not being seen in any capacity (booting from CD, USB, external drives) by the system.
Is there an issue with this card that I cannot upgrade to larger SAS drives when my non apple raid card 2006 mac pro can have 3TB SATA drives without any issue...

The Apple Pro RAID card uses a 32-bit word for block numbers. This limits disk size to 2³² 512-byte blocks, which is just under 2.2 T bytes.
The Mac Pro itself is 64-bit, and does not have that limit.
You said you intended to use drives larger than 2.2TBytes. The card does not support them.
I’m using SAS drives, a raid card is needed.
The Apple RAID card is only needed if you are using RAID 5 or similar schemes that compute checksums coming and going.
Otherwise, Disk Utility RAID works just as well for SATA drives, and is much less hassle.
I don't think there have been any updates since the Xserve Hardware was discontinued.
